Try some 23 and if that doesn't change things, fill the case with N570 and tamp it down
23 should work pretty well for 150-180Rich,
Is there a specific bullet weight range 23 is optimal for?
I'm shooting the 195s using 26 but also have 23. Shooting the 140 monos using H4350.

Tried the RL23 this afternoon, ran a pressure test from 60.0 grains at 2824 fps up to 66.0 grains at 3122 with no signs of pressure. RL23 is pretty light weight to volume compared to others, I'm out of room at 66, 67 puts me into the neck. Only node was between 62 and 63 at 2976 and 2996 respectively. I may give N570 a try. don't think you would gain anything with 4831 over 23, but you could try. According to the burn rate chart, RL23 seems to be on par with H1000.
RL17 would be a close comparison to H4350. 4831sc would be in the middle. N570 is further down, below Retumbo.
4831sc might be the ticket.

RL 17 is wicked for heat sensitivity, again if that is a factor then
H4350 & H4831 are your go to powders
