Attempting to formulate a reply that does not leave me with a liability or violate my QuickLoad license.

When I did my load development there was no data. Now there is at least comparative data even if it's not the same bullet.

H1000 is what I used with the 175 Sierra.
I started at 78 grains of H1000 for a %91 fill ratio. I did not go over 84 grains.
With a 24" barrel and a load that would produce ~54k psi, I got 3000fps. I feel I should have gotten more as my pressures were low.
A 26" barrel will gain ~50fps

Your COAL at max -.020 would be 3.573 which should feed great in your current setup. I don't know how much jump the ELD-X wants.

Hogdgon's site has a much lower starting point of 72.8 for Partitions at book length of 3.34. This seems to be an %86 fill ratio. Perhaps very conservative but it was tested in the lab so with new brass it's is most likely %90.

What I do is figure out the %90 fill and go with that as a starting point.

I took the nose data and started low and am going to to a coal test at a lower charge for both h1000 and retumbo then find the max for both at whatever coal works the best
Do you think I would be better off going to a 26" barrel when I do rebarrel it or is a 24 going to be enough

26" maybe more
 
I recommend you not go with H1000. You will not get the velocities you will with Retumbo or RL33 and to do so will put your loads at too high a pressure.

I built my first 28 Nosler shortly have Fred did his, before any published data was available. Nosler's Reloading Guide #8 now show the following max loads and velocities:

H1000 79grs 3103
Retumbo 82grs 3166
RL33 88grs 3211

Using QuickLoad (a newly acquired tool) the max load is:

H1000 80.5grs 3031

Before knowing this I did extensive testing in my first 28 Nosler with 175 gr ABLR's and obtained the data in the file below with a 25.5" Hart #3 barrel with a 1 in 9 twist:

NOTE: Everything past 79grs in this data is over pressure and should not be used. Standard reloading practices say that with a magnum cartridge, you have reach your maximum load when you have reached a case increase (measured where the belt would be with the 28 Nosler) of 0.0006 to 0.0007". I did not know that at the time and since I did not have a sticky bolt (new chamber) or see significantly flattened primers I kept going past 79 grains. I did see plunger marks and extractor marks starting at 80grs to the last but discounted that because I heard Nosler brass was soft.

While I did see the best group with 83gs of H1000 it was way over pressure.

Both Retumbo and RL33 provide better velocities with lower pressures and for me showed similar accuracy. I will share my Retumbo and RL33 load data tomorrow.

One other bit of info. Back in Dec 2013 I spoke to one of the Nosler reps and received early information on the 175 ABLR loads that are now published in Nosler's #8 manual. I asked him about the H1000, and I said that the Max load and the velocity seemed low. He said that when they tested the H1000, and went up to 80 grs, the pressures rose to 67,000 psi so 79 was the max there.

I agree with bspooley. H1000 is not the best powder. Being an engineer type person I answered the question. No releived of that constraint.

Wow retumbo looks like it should work great if I can get close to 3200 out of a 24" barrel it would he awesome
It would make a great sporter weight carry everywhere rifle

Please tell me the actual COAL you plan to use so I can sanity check it against published loads and what QucikLoad says for the longer COAL.
