I'd throw out the 300 RUM Improved if you want to go for the brute force of maximum case capacity. 30-378 Weatherby... I just can't get over that shoulder. Kind of like the belt on 300 WM or cannelures on bullets, makes me twitch a bit.

Kirby Allen's (APS Rifles) 300 is pretty raw. 338 Lapua Improved case.

If you could get any powder, primer, brass, bullet, dies, etc. etc. etc....... including action, barrels..... blah blah blah.
Who cares about factory cartridges or easy to find. This is about ELR/Reloading.

..might depend what your ELR shooting consists of. Hunting is one thing, and you can justify some pretty serious barrel burners for a hunting rifle. A target rifle is another. For a solid mix, the 300 Norma or it's Improved version, are hard to beat all-around. Of course, there's myriads of custom case designs to play with in the same ballpark. (ie - I really like my 7 Allen Mag by Kirby Allen as a dedicated hunting rig but wouldn't even consider it for competition or range play-time.)

Improved. Probably it.

Whichever cartridge will push the heaviest highest BC projectile the fastest. (Accurately may I add)

My 300 lapua improved pushed the 245 at 3150. I dont know where it would max, that was just the node. Its not easy on barrels though.

The 300Norma has won the NF ELR steel challenge the last two years in a row.....is it the "best" hard to say. But it is proven so no arguing there.

300 Winchester MAG easily is the best IMHO

30X338 Lapua Improved, 230gr Berger @ 3,335fps from a 34" barrel. 100yd zero, 1,000 yd = 16.5 MOA come-up.
