I am looking to base it off the 45-70 cartridge in a Winchester 1886

I have an 1886, 1888 build date.

Lever feed and not 45-70 that I can find for a 1886 is the 33 Winchester, 348 Winchester and 416 Barns

That said. Anything can be designed. How does a 358/45-70 sound to you. :)

Pick a flat nose or lever safe bullet and I will look at some things.
 
I have a 348 Winchester, hasn't been fired in 25 years, gets oiled twice a year and put back in the safe…
I think this is same head size as 45-70… maybe.
I also have a 45-120, fantastic cartridge if you like recoil, mine is built on a Ruger No.1.
