I set my stocks to 45 inch lbs. I have 2 identical rifles and have pulled them apart several times with no issue getting same accuracy. I am not sold on the accustock one way or another but both my rifles shot .3 or better consistently with a tuned load.
FYI- I had a flyer issue at .075 off the lands with my bergers and 57.5 grains retumbo which netted 2975 fps. Usually a 12 oclock flyer like yours. I increased the jump and reduced the load to 56.5 at .100 and the rifle settled in at .25 MOA at 2940 FPS.
The only other thing you might try, to rule out the shooter being excited about shooting a tight group, is to shoot 4 instead of 3.
Also, remember that increasing and decreasing the depth does change the pressure in the case and not just increase it by a number but also via a spike. I see more spikes in pressure closer to the lands then I do with more jump. In fact I often reduce powder charge when seating to the lands and still get pretty high velocity. You probably already know all this but it is easy to forget.
