Heck, that is nothing, there are guys who can do that "all day long." At least, that is what I read on the internet.

And they're correct. It's not a reasonable representation of the rifle's precision. Obviously it takes an extremely skilled shooter and reloader for groups like this to be possible, but there's a pile of luck that goes into actually making it happen. Part of the reason records like this stand for so long is that they happen when someone shoots a 1 in 1000 group at the far end of the normal distribution on a day with perfect environmentals. It's impressive shooting, but doesn't mean it's a .03 MOA gun.
