I use to have the same problem, I restricted the end of the discharge tube using a piece of rubber plug with a smaller hole drilled in it. I use a light charge and trickle up on my "AND"scale
Haven't had any issues with this one till just the other day . The first one went back as it wouldn't power up ,then if it did it never worked right . I had ran some test loads a few weeks before for my 300rum and the 280ai with no problem just the occasional over charge . I thought I re- adjusted the time when I started having issues but it was a long day of driving before I got to it so I'll have to look again and confirm .Try the number two process, I have been using mine since 2010 and have never had issues after setting it to 0.8 before every loading session it will still throw a heavy weight once and a while but not very often and then only .1-.2 over YMMV but it's worked for me.
The dryer sheet keeps the powder from sticking to the inside. It works amazingly well. I use them in my muzzleloader fill tubes . Powder use to cling to the inside and you'd have to tap it out . Now just pull the cap and pour no issues.Maybe too late to help but I was having issues with my Hornady machine and after contacting their customer service, one of the recommendations was to de-static the machine using a dryer sheet. That fixed it. All good! Personally in the future I will use something instead of a dryer sheet like an antistatic spray on a microfiber towel or maybe something specifically designed for lab equipment. The dryer sheets do have a fabric softener on them that left a little residue inside the powder hopper. Not a big deal though.
If it's consistent why not just lie to it. Instead of putting 58.5 grains put in 57.9 grains in and see what it does. I have an RCBS one and have to tell it one tenth grain less than I want and it will give me the weight I'm loading. Just my two cents worth.Having issues with my dispenser at a terrible time . It seems to throw charges at .5 to .7 over no matter what. The powder is 4831sc so it shouldn't be an issue. The dispenser was warmed up and calibrated as I always do before I load . It's on the slow setting and with it set for 58 gr I'm consistently getting 58.5 to 58.7 over charges . I've tried to re calibrate it and it doesn't seem to help .
