Depends what you wanna do. But more twist than necessary ALWAYS beats the alternative….

All of my custom 338's have a 9" twist. I had one when it wasn't popular in the early 2000's because it was recommended for solid copper/brass CNC turned target bullets.

So I have been looking at sketches of the 300 WBY. When I blow out the taper will it thin out the casing wall? Could it potentially be an unsafe under higher pressures?

Don't overcomplicate it unnecessarily. A few of us have made improvements similar to what you are trying to accomplish without any issues.
