AR-308 bolt stuck

Hey guys, I'm racking my brain here, I've put together dozens of guns bf, but after assembling everything I pull the charging handle and the bolt stops halfway of the ejection hole. I excitedly threw a brand new bolt into it and it went in just fine, but will not come back out. It's Like the key isn't open all the way, I tried to mortar it, nothing, I took barrel off and put a punch on it nothing…any thoughts??
I think you are talking about the cam pin. The "key" is the gas key mounted to the carrier and can't turn.

I had this issue with 2 different ARs, one in 300 BLK and one in 350 legend. Neither one would go into battery without FA. I found the buffer spring was too weak to drive the bolt completely into battery. Replaced with new stronger springs and problem solved in both rifles. They function flawlessly now!
