It sounds like you have pretty much made up your mind as to the basic build. Your description above is more of a budget build, especially considering the dual purpose.
I try not to build any dual purpose rifles as you generally have compromises which leave one or the other to suffer slightly in the pursuit of two or more objectives. But folks have made it work before and will continue the practice as long as budgets get in the way. Others make claims that their dual purpose rifles shoot as good as any single purpose custom rifle.
The only two things left to decide are the stock and the trigger. If you want a dual purpose rifle then something along the lines of a McMillan A3 Sporter which has a slightly wider forearm area for resting on bags and such but comfortable for field carry and shooting. Or the McMillan Remington Hunter which has been a choice which fits me extremely well.
Triggers can get to be very personal so any of the top brands which are adjustable should work fine.
