I have yet to see a 300prc (or any PRC really) that impresses me. All have been slouches for velocity. Easy to load for but slow comparatively. There is some wierd stigma behind them like they are super duper cool and impressive. They aren't. I have a 300winnie that outruns any of my buddy's 300prc. I'd switch the consideration to a properly throated 30 nos and you have a better comparison than the RUM. Of course not really because the 30nos wins. Hehe

As the case capacity of the 300PRC is about 5% more than the 300WM it is capable of slightly better velocity than the 300WM. However it is not a meaningful difference. Additional muzzle velocity improvement over a 300WM was not the point of the 300PRC. The point is the capability of shooting larger higher BC bullets. Not to mention the SAAMI spec'd twist rate difference. SAAMI to SAAMI it is an improvement on the 300WM over a quarter mile, that's indisputable. To say otherwise is just ignorant of fact. Now can you custom ream a 300WM to yield everything a 300PRC gives you. But you can't buy that rifle from a manufacturer you will need to go custom.
