What's the best rock bottom budget scope in current production?

If you are willing to settle for a different power range, check out SWFA, their SS line of scopes are inexpensive but they track well and return to zero. SWFA does offer a 3-9 but they are perpetually out of stock.

I bought one of these last year after the Holidays on sale for $300.00. Just wish I would have bought more than one now for that price. Hoping they do it again this year. Primary Arms also has some decent glass for the price point. I bought a few from them. They do the job just fine. At least on lower recoiling rifles. I have several S1, including 1 3-9. I often set them up for kids and new hunters. They have a forgiving EB, good ER, and the view is way better than their pricing would suggest. Best scope for the money that I've used.
And for $250 you can get S1 4-12 with AO and 20 MOA reticle from CameralandNY. I am putting together a budget 600 yard rifle for a friend and this is the scope we are going with.
