What is fair wait time for chamber job?

Stay on him, really stay on him. I let a Smith Put me off for months for having a set of rear express sights and a Barrel Band fitted and front Ramp sight fitted to my Rem 700 Safari Model Rifle. Paid in full when he said it was ready, and it never shipped. Lots of calls by me to him, no answer, Lots of E mails, No response. A YEAR, later I learned he had died. The barreled action is gone, and no one has any idea where it went. AND!!! now no one at the house will even answer the phone.
Report it stolen it might turn up

Maybe it's the buisness I am in but I don't have much patience for missing deadlines. With that being said sometimes things happen in life you have no control over especially if he is a one man army or small shop. If it was close enough I would pay a visit and if there was not a good reason and a new reasonable deadline I would take it back. If I wasn't close enough I would send an email for him to send it back. My last rifle was built by Alamo Precision and they beat their time frame. Exactly what I asked for, reasonable price, on time, and shoots great. They will get my next build no questions asked. I almost don't want to post this so their lead times don't go up. But a reliable buisness deserves the accolades.
I'm working 14-17 hour days 6 days a week to keep up, in fact we don't have anyone doing less than a 10 hour day. Work when it's available, there's been too many times in the past when work wasn't available.

Sorry to hear that, that really sucks.

I waited thirteen months for a 6BR action true/rebarrel that wouldn't shoot. Sent it back, still wouldn't shoot. Been reloading since '67 and it was a 6BR. It wasn't me. Gunsmiths like you to think it's black art but if you're a machinist with a good skill set and a lathe or access to one, it's a no brainer. Personally, I'm done with all of them and I just finished my 25th rifle. Once I have the parts, it's a one morning with coffee breaks job. The guys that dog it for months to do a couple hour chamber job have bitten off more than they can chew, are lousy businesspeople and are to be avoided like the plague. YMMV.

If I was told a time period, I double it with taxidermists and gunsmiths. They get a lot of "this is just a small job" people squeezed in. But I feel you have been more than patient considering time ETA he gave you. There can be health issues or machine break downs, but he should at least return a call.
That's a pet peeve with me. I'm patient and understand delays but let me know what's going on. Failure to return a correspondence be it a lawyer, gunsmith or banker is not excusable and is grounds to terminate IMO.

I am not a gunsmith, but I have made many quotations, and ensured the work was completed as close to the promised time as possible.
We charged what the parts costs us. If the part has not been made in 30 years, yes, it will cost more than an in stock part for the current machine models. We would need to make it, or have a machine shop make it, harden to specifications, and so on.
Parts are paid for upfront. Labor, travel expenses are on the quotation, 60 day price stable, and when the purchase order came through, the service date was set. The PO was not charged until the job was complete.
If I was doing a programming job, there was a $1,500.00 fee upfront. Before the job began, the customer would provide what they wanted. I would write what I understood they wanted. If so and correct, they signed and work began.
This helped us stay on track, and not upset too many customers.
Squeekie wheels did get some preference. But, "The boy that cries wolf is soon not listened to".
The place in line begins when you provide a purchase order number.

Been tossing around the same idea for years but I have no machinist experience but I do know several machinist that are willing to help me
Do it, get good equipment, it doesn't have to be the best out there but you want tight tolerances. Buy some steel bars and practice threading until it becomes second nature or you're comfortable taking your time to get it right. The same with reamers, try to find a few on ebay that are used and don't cost almost as much as a new one and practice reaming the steel until you're good at it. Yes it takes a little while to get it down but it'll happen sooner than you think and then the wait times are over. btw make sure to get a coolant system with the lathe.

Just got back a stock inlet Ive been waiting 11 mo for. It is perfect tho. The chamber fitting only took 6 weeks, tho the headspace is wrong.
You might as have just bought a barrel from a barrel company and screwed it on, the headspace is off. That is 100% not ok, if he told you and you agreed to take it as it then I'd say you shouldn't have done that, but if it's as you say I'd be in contact and tell him you want it fixed and back within a week.

If it is not at his house someone stole it, report it as stolen from that address, and at least maybe you'll get it back someday.

Last summer, with COVID slowing wverything, mine had to find a reamer, bought it himself and added it to his shop. He had just said I'll look, give me 3 months and about $220 and I'll call you if earlier. It was just over a month, $110, and no other charges. I go back for anything!
