Savage 110 Flat Back, running out of elevation with 1" tube

Have a Flat Back. 0 MOA picatinny rail base and running out of downward travel with a Swaro Z3 4-12x50. Rings are lows. Can't go any lower or the bell will contact. It is impacting like 7" high and no more movement.

Anyone else have this issue? What did you do (go to a 30mm tube)? Different bases? Ring mounts?

I had some Talleys one pieces on it and had same issues with a 1" tube.

Had the same issue with a base that had 20 MOA on another rifle. New 0 MOA base for it, but prefer to use this scope on the Savage.
 
Oh yeah, I did that before (took the rings off). Forgot about the Burris rings.

Problem for me is the action is so long, that I can't get eye relief, even with a 4" box, unless I use a pic rail to allow movement.
