300 Win Mag Norma brass Forester Micro seating die. The neck wall thickness is .014, and the brass sized is .03345 with the bullet.03355 Hornady 208ELDm and Sierra 195 TMK. BUT no such ring with Berger 168 VLD Hunting bullet.
 
The shape of the bullet nose is different vs the seater. You are only getting contact on the bullet around the rim of the seater. 2 ways to solve it, bed the seater to you bullet of choice or buy a seat stem made for your bullet of choice.
Or your neck tension is way to tight and it's taking more force to seat your bullet
 
How much force does it take to seat the bullet? Is it noticeably harder to seat the Hornady and Sierra bullets? Sounds like you should have pretty light tension at about .0010-.0015 neck tension. If you notice seating is taking extra force, it could be because of brand new brass. In my experience, Some new brass needs lubrication like graphite powder in the neck.

I'm just curious mind you, but what method are you using to measure to 50 millionths (.00005)?
Oh Wait! Maybe you meant .3345 on the brass and .3355 on the bullet?
Oh Wait! There is your problem right there. A .3345 bullet going in a .3065 hole. That will do it every time! 🤣
.014 x 2=.028
.3345-.028=.3065 hole
.3355 bullet? what the heck?
I would suggest getting some .308 diameter bullets and your problem will probably disappear. :p
Suggestion: Don't reload on New Years Eve while partying.

he's measuring the outside of the brass neck before and after seating the bullet, so the bullet is expanding the neck by .001 ( which is pretty normal)

As others said, get a different seating plug or bed it to the bullet

Maybe you're right! 🤣 But I think my math was ok. 😁

And try chamfering the inside of the case mouth a bit more.

It is nice to have the tools and equipment to modify the seating stems today. Even way back when I started reloading, I would use a drill that you plugged in a wall socket and used a file and stones to get it where it needed to be. It was the only way I could get it done, before the internet was born!
 
Actually Rflshootr is correct if Iron Worker is measuring the OUTSIDE neck diameter. If, however the Inside diameter of the neck is .001 less than the bullet diameter, then he should have the neck tension close to what it should be. Also, is this brass annealed which can make a difference in neck tension. Finally, I always run a Sinclair neck mandrel down before seating the bullet. May need to use the size of the bullet or one size up or down to get proper neck inside diameter, depending on the amount of springback you get after using the mandrel. That assures the neck will be perfectly circular before seating the bullet. I had the same problem with the ring on ELD-M bullets until I changed the insert to a VLD-type insert on my 6.5.
