I would look into the Stiller Predator action.
It is a Rem drop in action. A 700 short action is available now or soon an XP-100 size rifle action.
The current actions are available in single shot or repeater so I assume the XP-100 size will be the same.

Alternatively you could use a XR-100, Model 7, 600 or 660 action. The Predator will not require any trueing as you would need to do with a Remington action. It however does not include bottom metal, but you are not buying a trigger that you won't use either.
