Ok I've got a couple of questions.
1. Did you hone your rings?
2. Is your barrel free floating and nothing under the barrel?
3. Is your action bedded?
4. Are your stock screws tight?
5. Are your scope ring screws all still tight?
Next I would dial it down to 10 or 12x,, parallax on 100 & shoot a clean target,,, now move the hairs 4" right. Shoot it.
Move the hairs 4" up shoot it.
Move the hairs 4" left, shoot it
Move the hairs 4" down to the point of beginning and see how much slop is in the scope.
Now I have seen a composite stock that was no good, you could not hold it, period.... It was a Rem 223 v, you could bag it up with no shoulder and no hand grip touch it off and boom dead center house fly at 100. Get a hold on it like a man should and miss by inches. Everytime.
