Yup. and you since tried taller rings and scope movement, then sure. It can be done. Or another last resort could be tryin a cheek pad/riser. But I think I'd go with grinding too if I were you.
You are almost out of room to move anyway because of the front scope ring. if that 1/4" makes it work for you, I'd file the angle on the front of the rail. If you need more than that, you will also need a narrower set of rings. Or you could shorten the LOP a little to get closer to the scope.
Looks like the real issue is too long of a LOP. But, just remove the first lug with any method you choose.
