My understanding from local land managers is that the interpretation was an easy one. A motor is a motor. Anything with a motor is not considered human powered. Anything with a motor is not allowed on non-motorized trails. Very simple. Now, industry is lobbying the government to change that interpretation from the top because there's money to be made. So here we are.
Here locally, the BLM is now proposing a whole other category of trails that are closed to combustion motors (motorcycles) but open to electric motors (e-bikes). If I were a moto rider who had spent years clearing trails and doing trail maintenance, I would be ****ed off that they're now considering a whole new category for what is a new and every evolving user group, but not open to me.....
 
Well, there is clearly a motor and a battery, hence the bulked up downtube and the unit on the backside of the seat tube. That's what makes it an e-bike :) I guess I differ from you in that I support having non-motorized places to go, where you can ride a human powered bike. As for "foot only", the closest you'll get is Wilderness which bans all forms of mechanized travel and is only open to horses and foot traffic, but that's a whole other topic.... Personally, I would be happy to see some places not open to horses, where you have no choice but to walk as you said.

I am curious, you guys thoughts on the PackWheel E-model?

Disclaimer - I've never used one. But what I have used is a single wheeled backcountry litter for hauling patients out on Backcountry rescues. One of the key pieces to that equipment is the fact that there are handles on the front and the back, which enable two people to keep it upright. Only having handles on the back end seems to me like it would be really tough to not dump/tip it over....

While the motor is a motor, there is a clear difference between a combustion engine vs. an electric motor. No one is claiming having a motor is considered human powered at least my bike company does not. Creating another trail instead of sharing does not make sense. Not too long ago, people are against interstate highways, and now it became a necessity, and I hear no one complaining about its existence today.
