I have a 7mm-08 and we have taken deer out to around 450yds with it. West Texas ordinance supports a variant of it called a 7mm SAW that has an improved shoulder. I do believe they sell brass for it also. The 162 eldm may or may not be too much recoil for you but I've always wanted to give it a try in my 7mm-08.
Got the itch to build again.

Djfergus beat me to the punch...I'd do a SAW if I were to do a 7-08...if not a 7-08 is wonderful round too..stick it an Ag composite, and put a 22 in carbon barrel on it...light enough and short enough...depending on what your purpose... Id go ADL bottom metal..but BDL would be more practical.
I think the 7 saw would be a dandy round.

Do it! I've been very pleased with my recent build on a Remington 722. Mine is a .260 Rem. with HS Precision barrel, stock and bottom metal, and TriggerTech trigger. I'm not completely sold on the trigger but I'm very happy with the barrel and the rest. I built mine fairly heavy. A lightweight 7-08 would be a sweetheart rifle.

Stand hunting in south Texas, I'd not worry much on weight. Might go with a Grayboe Terrain stock, Hawkins bottom metal, 8 twisted Bartlein 2b or Benchmark 3 at 22 or 24". Put a decent trigger in there. Grab a Seekins rail, and either Seekins or ARC low rings. Throat it for the bullet of your choice. Sounds like you have a lot of experience so those are just my thoughts on it.

Great point, the 162gr ELD-M or 162gr SST would work great for longer ranges, more punch and they retain velocity with the higher BC, but if it is too much recoil you can step down to the 150gr ELD-X, 154gr SST or 154gr Interbond. The 150gr and 154gr bullets are a great option in the 7mm-08.
If you do need a little less recoil then the 139gr and 140gr bullets will also work great for you. I mostly use the 139gr SST, it has worked great from close range to 500m. At the 7mm-08 speeds it goes through bone if you like shoulder shots and also works great for double lung behind the shoulder shots.
You can even go lower to the 120gr Ballistic Tip, this bullet also works great on deer and it is really easy to find a load for.

OK I'll leave the gun build suggestions to others. I like 7mm-08's got two now and a barrel to build a third. Great 500yd cartridge with light recoil, a break makes recoil almost non-existent. Pretty easy to load for as well, IMR and H4350 - RL15/16 - Varget - H414 to name a few good powders to try. I like 140's for lighter recoil. You picked a good cartridge to build around, take care and enjoy 
Magnums and high recoiling cartridges arent an option in this case.

I build bolt guns from Savage rifles that I find inexpensive on line but it's not really building but more like in unassembling and then reassembling with a barrel of choice. Oh yes there is a little tweaking done for accuracy but that's it in a nutshell.
Now for therapy I build long guns. Trust me that it tests your mind and body to produce the fit and finish that you can be proud of. But I enjoy building and shooting both.

As stated above the 7 SAW is a stepped up 7-08. I like unique cartridges that can use factory ammo in a pinch. Once my son is a little older I will be building him one with a 22-24" barrel with a fast twist to shoot the mono bullets. As I'm starting to fall for them. Love my 7-08, used it for my son and daughter's first deer rifle In a weatherby accumark. Not 100% sure of the question within this post. Not sure what you are using It to do? I'm gonna make assumptions so please tolerate my thoughts. Assume long range hunting as we are on that forum. Deer, pronghorn, coyotes, black bear, elk? If you aren't toting rifle too far I'd suggest making it heavy, no fluting, heavy varmint barrel, upgraded ejector(M16 or sako style), top notch trigger of your choice and good recoil pad. If you are gonna tote this gun, then I'd consider a lighter sporter barrel with a break, fluted bolt and lightened bolt knob, maybe add a mercury recoil reducer. If the stroke has effects on your dexterity then maybe replace bottom metal with HS Precision detachable magazine. Then you can have preloaded rounds ready to pop in. Good luck with your build
