Looks like a chile relleno (stuffed chile) except chile rellenos use egg white batter, and poblano peppers. Most places use anaheim peppers now, and are not nearly as good as with poblanos.

That was my guess, too, but the stuffing did not have cheese. Poblanos are not as plentiful here.
