.338 Lapua on small shank savage action

I don't have the link, but recently came across a gunsmith's explanation with number indicating that most rounds are built such that the safety factor is at least 1.5 (50% stronger than needed for max pressure). For a 338 Lapua in a small shank, the safety factor is only 1.1 (only 10% stronger than needed for max pressure).
