With older single base powder, the 264 in a shorter barrel like the featherweight or m700 just wasn't much faster than a 270win. You have the same thing going on between the 280 and the 7rem.
Heck my 270 is running a 130bt at 3050 fps with rl17; my kid's 7rem is running a 140 sierra at 3,000 fps with a mid rl22 load. That's about even. I'd have to wind the 7rem over most books to gain any real advantage over the 270. Both are Tikka rifles to so it's not like one is super sloppy inside and the other is a tight match chambered rifle. You really need more boiler room than the medium action belted mags to get any real advantage over the 270 or 280 without hitting the pressure hard.
