Why do solids have lower bc’s ?

Why do solids have less bc's than same weight jacketed bullets? Google says its sectional density but I don't understand how a longer bullet requiring more twist would not be better. Isn't it more about the shape than the density? Is there a point where they intersect and density trumps shape?
 
The relief rings create drag. The same bullet without them would have a higher BC. Hornady has a good podcast that talks about it with their CX bullets. They played with ring profiles in order to achieve a higher BC with them than is typical.
