My thinking:
This can vary depending on rifle action. For a really stiff & strong action without a "truck axle" barrel, bedding can stop just in front of recoil lug.
Some actions, like the M98 or FN Mausers & others can flex upon screw tension. In this case 1 inch or more bedding supporting the barrel in front of receiver ring is advised. This will support the both action & barrel as a single unit resisting screw tension that might exceed 65 or more inch pounds. As mentioned ^ don't stress action with excessive screw tension, just enough to acquire a level & uniform base at depth needed.
I like J-B Weld steel & use shoe polish as a release agent. Cheap & easy, strong, tough, minimum running, adequate setting time & good for heat, like up to 400F.
