Typically you'll measure the outer case neck diameter with a bullet seated in the type brass you'll be using, and then subtract 0.002" for a start. I personally ordered bushings that were 0.001, 0.002, and 0.003" less than loaded case neck diameters for the calibers I use the bushing dies for. Hope that makes sense. Most suggest a starting point of 0.002" neck tension, but you can play with the bushings and amount of neck tension for best accuracy.
