300wsm and 6.5-284 are perfect cartridges for tikkas. Trigger is good. Stock can be modified if on a budget. Rebarrel is easy and you can add a rem style recoil lug if you want. Built a few and really like them.

Look for a real good secondhand or a shop soiled new to build something.
I paid $900 Australian for my last rifle. A save of a few hundred by our market.
I've bought great secondhand ones for $1000.
The best deal was a second hand stainless walnut for $450 with 2 mags. It was shot out, I rebarrelled it with a good second hand barrel all it cost was fitting.
Case overall length. They all fit factory ammo.
If you want to run a .308 with a .30-06 bolt stop and mag you get a little extra room .
