I have a 20 moa rail and a scope that's 5x25x56 arken ep5. Will 28 mm rings work for this set up. Thanks.

Do it right the first time; use a 34MM. You could probably lap it, but why go through the trouble? 28MM is for the 1-inch tube.

My apologies yes it's 34 mm tube. I'm wondering if 28mm height rings will give me enough clearance

What ring brand you have that shows 28 MM (1.00") height?
