The problem hasn't been fully identified, and in order for us to provide useful info, we need to know exactly how you're trying to zero the optic. At what distance are you trying to zero it?
What base is being used? Does it have 20 or 40 MOA of elevation built into it?

That was fast. I usually have to wait a week for my parts to come in. So you put a 20MOA rail on already and found it not to work. I've never known a 20MOA rail not to work. Yet you 'know' nothing about zero stops, burris ring inserts, pic bases AND you use a *** bore sighter. I'll bet folks are beating down your door to have you mount scopes for them......I have more knowledge than any local gunsmith.
No closer to zeroing with my bore sighter! Crossbars need to come down,but I run out of adjustments!At what distance are you trying to zero it.....50 yards +, or 25 feet? If you have a 20 MOA base, and you're trying to zero it at across the living room distance, then there's unlikely to be a problem at all.
I suggest positioning the rifle so that it's pointing at an object small enough to be identified while looking through the barrel, at a distance of at least 50 yards (100 yards is even better). At this distance is it possible to align the reticle with the object, with the object visible through the barrel.
You stated that you did not loosen stops. Does that mean that you've identified the problem?

Ok, that's got a zero stop. Usually one just needs to loosen an Allen head screw on the turret cap.How do I go about this? I,ll see which one I have.
