Savage 99 Issue

I just picked up an old Savage Model 99 in .243 Win that is in almost mint condition. When I took it to the range to sight it in, I could barely get it on the paper at 25 yards. Thinking there was something wrong with the scope (Nikon 3x9 BDC), I put a new Sig-Sauer on it. Got the same results. Swapped out the rings, same problem. It shoots so far to the right that I am bottoming out the scope adjustments to try to compensate for it. Could my receiver be tapped off-center? Is there anything that can be done, or is this thing just a dud?
 
Should be the same as Leupold hunting mounts where the rear is adjustable for windage
