Rolling Shoulders

I'm surprised I'm having issues with the Alcos than, maybe it's the HbN coating causing that much issue.
This is a very non-scientific question haha, but do they bullets have any stickiness or any different feeling to them as compared to a non-coated bullet?

One other thought - have you talked to Alco to see if they have any words of wisdom?

To me they feel slicker than a normal bullet, my dad thought they were slightly rough. That doesn't really help, need a third party on that.
Called Alco and talked to them and they were under the impression it was the brass because they haven't had any issues and none were reported to them.

Is this the seater in question?

This the box to the die I'm using.

Was wanting to see the seater stem adjustment ... the top of the die. No need really. I see we have covered pretty much all that would be the possible culprit without being with you to actually see it work.

FWIW... the other day I was chamber measuring a 6.5 with three different projectiles.
Two would almost fall in the modified case like normal while the Barnes Match Burner 145 would barely go in the neck!
I mean I had to push with my thumb hard enough that the plastic ram could barely push the bullet to the lands.
Had a hard time feeling the "touch".

Seater stem.

Is #38 not the proper shell holder?

Oh... It may be. I'm not arguing that.
I don't shoot this caliber. I'm only saying that I use Gold Metal seaters in other calibers and use the standard shell holder and never had a problem.
That's why I commented on maybe trying the recommended shell holder for that particular caliber since you said it solves the problem.
We have nearly exhausted our ideas of what could possibly cause the problem OP is having and trying the recommended shell holder surely cannot hurt at this point.
If this works... I'll have learned something!!

Last I knew the 300 RUM can only fit in a RCBS 38 shell holder, when using RCBS shell holders. That's the one I've been using.

Definitely neck tension. I had the same thing happen when I thought I would make a 30-338 dummy round by just seating a boat tail .308 bullet into a 7mm rem mag case

Also 99% chance that goes away with sizing first and a proper chamfer
I learned a little trick for that when we used to make 6 PPC brass with 220 Russian. Just use an inverted boat tail in your size die, that way you get a long taper.
