I'm working with the H4831 on my .270 right now. Let me know how the RL23 does for you in that one. It may be a good candidate for 23 as well...
I've had very good luck using RL23 and 150 gr. bullets in both of my 270's. With a 24" barrel, I can nudge 3000 fps, and groups of .5 to .7. Both rifles are using the original factory barrels.

Yeah I shoot 54.0gr of powder in it. My barrel sped up some and I had to back down the load some and now I'm around 2830fps with 54.0gr. I started at 51.0gr and just worked up until I found a good load. I have a 0.208 freebore chamber which is pretty long so if you have shorter freebore then you might want to start a little lower than 51.0gr. Also, RL23 is pretty chunky so it's going to fill the case up. You might not get enough in the case to make the velocity you want if running shorter freebore or a bullet with more bearing surface.
 
Ran up to 51.6 grains behind a 140 ELD in Al's 6.5/284, it clocked 3050 but was getting a little warm. Settled on 50.5 at 2970.

45 grains ran 130 ELDs at a shade under 2900 in the 6.5 Creed.

I like RE23, it seems well balanced and clean burning in all the applications I've used it in.

Mines really long, 184s are 3.380 to the lands. Not sure what my freebore is, ran across this barrel at a good price. 54 is where I'm at too.... hoping it speeds up soon, I've only got 80 rds down so far. Extremely accurate at 2675fps
