questions on 7mm RUM load development

I am trying to get a load figured out for my AZ cow elk tag this year, and this is where Im at now. Im using a used, bone stock model 700 rem with 26" barrell and a 9.5 twist. The primers are fed 215, powder US869 and bullets (now) are 160g nos accubond. My groups now are 1.143" (at 100yds) loading at 1 grain from Hogdens (web sight) max load and my oal is 3.56 ( this length is equal to a factory round with a nosler 160g partition). My first group with this length was a charge of exact middle of hogdons range turned out a 1.7" . next group with upped powder charge gave me a group over 2" and I ended up with the 1.143".
Does anyone have advice on how to continue? And, in ya'lls experience, what can I expect from a stock, used, rifle?
