Options for an inexpensive hunt in the West?

I will politely disagree with ATH. I was born and raised here in Colorado

My experience is in MT. I'm still building points in CO, so I would say more a difference in geographical experience than anything. However I would say odds of success with antelope is much higher, and license cost much lower. I've never failed to fill an antelope tag, can't say that at all for elk, and antelope are a fraction the price.

But I'd trade 5 good antelope hunts for one good elk hunt. :)

Antelope is a good suggestion. But if your dream is elk, antelope doesn't really fill that dream. Antelope can be done easily and inexpensively... And while it's not a guarantee, there's a good chance you'll fill the tag.
