Did you read what Mudrunner wrote? He almost got something right. The difference between a 7mm RUM and a 28 Nosler from a 24 or 26 inch barrel will be negligible. I think a 28 Nosler is the best choice.
I think a 7mm RUM is a poor choice regardless of the criteria but under certain conditions it would deliver more velocity than a 28 Nosler.

How fast do you want to shoot it and how far do you want it to reliably expand?
I don't think your fix is correct. Research load data that includes pressure and you will find that when a 7mm RUM has more velocity than a 28 Nosler or a 7mm STW, from a 24" barrel, it almost always has more pressure.Fixed it for ya

That's true with everything...you can run a STW very fast if you go by pressures from before the RUM came out. But after the RUM came out the STW magically had a lower pressure rating...
I'll run them all on quickload tomorrow morning and report back.
What powder and bullet should I compare?
175 gr ELD bullet, any powder you choose.
X2 Great round, if not the best 7mm Mag made.

I would think shooting a 175 AMAX around 3000-3100 shouldn't be an issue. As far as what range do I want expansion, to be honest I'm still in the learning curve on that. Ive shot match's with a 260AI for years, but I never cared if my 142gr SMK expanded or not. I cant imagine Ill ever shoot any game much (if any) north of 700 yards.
I live in Indiana, and we just allowed high power rifles for deer. I took my 308 as a quick fix last year, and will do the same again this year because I have a Bear hunt in Oregon in a few weeks so Ill be all practiced up with that round. Id like to get something I can shoot over the winter and get accustom to, then have it be a "do all" hunting rifle.

Honestly...it's not "as cool" but, I would say an old 7mm Rem Mag and shoot the 162gr ELD-X...For under 700 yards I don't see where going bigger will be worth it...unless you just want bigger and there's nothing wrong with that either lol...that's why I have a 6mm that has nearly 70gr capacity, needed nope but pretty badass

I would agree that I dont need to, but in I'm doing a custom build I see no reason not to go with the best caliber. If for nothing else a little forgiveness in range estimation.

I still hate the fact that nosler shows there load data for the 28 nosler and a 168 with a 26 inch tube and lists the most efficient powders and runs it at 70000+ and does a jaggaloon test for the 168 in the rum with a 24 incher and leaves out the most efficient powders and the cartridge data is 180 fps off, kind of crooked if you ask me. I had a 28 throated long and a 7 rum throated the same for the 195 and I still have the rum, todays powders and bullets the big powder columns are getting their legs
