Odd looking bullet…what does this ring do?

Instead of a Hornady Interlock you have a S&B Outerlock

Lapua makes a 30 cal bullet that works similar to this. 100 gr. HPCE. don't know about how it works on game but sure makes pretty round holes in paper. The larger bottom brass is crimped so edge is not as noticeable but still works.
