Man, I hate to see ANY animal suffer. That's why I have personal range limits for shots. If at all possible, I strive for them not to know what hit them. I feel I owe them that effort.

Could be wrong, but I'd wager you'd have to look a long time before you find a LEO that would cite someone for safely and humanely putting down a suffering animal. At least I hope that's true.
