Fortunately there are still a few free states where you can walk in and buy with cash, no ID needed.Where are you buying powder they don't record DL? Every single powder purchase for me in CA in 20 years has been analog recorded.

I can't say for in-store CA purchases of powder; but I usually order powder and primers online and the only extras needed are paying hazmat shipping fee and having an adult sign for delivery. Nothing is registered to my knowledge. Certainly no identification is requested. Loaded ammo purchases are background checked against CA DOJ. I'm glad that you are finding in-store powder in SD. Not to sound like I got a tinfoil hat on, but this is just another way to verify who has firearms. No much reason to have gun powder unless you have a gun.I just can't understand why they are trying to fix a problem that really doesn't exist. Making recommendations for safely storing gun powder would make sense, but please focus on the real problems we are facing.
I really feel for people that live in states and cities with heavy handed and over-reaching firearm laws. Some have no feasible choice but to stay in these areas.
"Magazine" means a storage device like a cabinet or vault. If you have a bunch in a bunker under ground, that would be considered a Magazine.No body seems to be talking about the part of the language that says magazines.
You would think that if they were only concerned about black powder then the word magazine wouldn't be used.
I can't think of any black powder firearms that use a magazine
