Is the "Tax stamp" a three page document?

If you're gonna pack it, pack the whole document. The stamp itself is meaningless without the document showing ownership and identification of the item in question

but if you have the stamp it shows that you are legal to own it or you would not have a stamp, unless they want to push for theft or fraud
