Not that it matters a lot, but that mark is more correctly known as a "Cartouche". They used to be used as an inspection stamp. Sometimes anyone who had anything to do with the firearm would stamp it with their own personal stamp. Other mfg's just had the final stamping. Look at anything made by FN that's at least 50 years old and notice how many little such stampings it has.
