Context is everything Sully. "Permanent" in this context means it's secured such that it will never come loose on it's own. It does not mean that it cannot ever be removed if you decide to do so.There is NO WAY Id ever "perm mount" a scope or rings or ?? to the top of a rifle receiver. Think of the poor SOB down the line that might own that weapon....no way.
Clean the top of the rifle and the underside of the rail with acetone. Use Q-tips and acetone to get down in the screw holes. Clean the screws with acetone. Install and TORQUE the screws down TIGHT. Its not going anywhere!!
Heavy scopes on super magnum rifles create a hell of a lot of shearing force every time the rifle is fired and unless you use some sort of epoxy or super glue when installing the mounts all of that shearing force applies directly to the mounting screws.
Even if you use JB Weld to bed the mount, all you need to do to remove it is remove the screws and give the mount a light tap or two with a hammer and punch and it releases. Clean up then is very simple with som fine steel wool and acetone.
That extra five minutes of time invested in clean up should you ever want to remove the mounts is well worth it for the added insurance it provides.
