Guarantee MOA for under 30cal and over 30 cal

Have you noticed that most custom companies offer guarantee for ½" minute of angle for under .30cal and 1" moa for over .30 cal. at 100 yards?

I was wondering if 300 Tomahawk is more accurate at extreme long range than 338/416 Rigby or any 338 caliber? I don't mean flatter trajectory.

Do you agree?
