Probably not. California CCW (CPL) says "Not to be used as a government issued form of identification"
Look at yours to see if there is a similar restriction.
In the armpit of the country Illinois we are required to have a FOID card for firearms and ammo it is issued by the state police and it is not accepted as a form of ID
 
probably depends on the state. when i buy a gun, they generally take my ID and my conceal carry permit. the permit keeps them from having to do the background check in NC. just fill out the 4473 and you're on your way.
Same thing here in Wy..
 
Here's the ATF requirements federally, your state may be different. FFL's quite often do not understand the rules so may ask for both. The ATF does allow an FFL to deny selling really for any reason so arguing with an FFL is like arguing with the wall. FYI I'm an FFL. ATF rules on ID
