Could there have been a bad run of bergers ?

Well every gun is different , with the new box of 168 my max load is at 64 gr of h1000 which is the Minimum that hodgdon lists with the 168.
You sure you are looking at the right load data?
Hodgdon doesn't have load data for the 168 HVLD. Just the 168 SMK. And it can make a difference swapping bullets.
And with Rem brass and Rem 9 1/2 primers. Mixing components can make huge differences. Brass capacity can have big variations.

Berger states 64.5gr starting for 7WSM, not 7 SAUM. Berger doesn't even list H1000 for the 7SAUM and 168s.

You are 100% correct , I know the hodgdon data is for the sierra bullets so I should of stated that but I was kind of using that as a starting point.
The only reason I had my mind set on 65 gr of H1000 is because this gun shot the gunwerks ammo very well and that's what their load is with the 168 vld.
