What does the coupons fine print exclusion clause state (i.e. valid in only certains states, excluding california or whwhere prohibited by law)?

says only redeemable at burris company only, Colorado sales tax (if resident),cannot ship to PO boxes,payment-money order,cashiers check,credit card (no personal checks).void where prohibited,taxed or restricted by law.
