Lots of elks in nearby Rocky Mountain Park & this one might have lost its fear of man as elks are protected in the park. Elk might have been looking for girl elks in All The Wrong Places.

In Estes Park, the elk are in town regularly, so he was trolling the bars or using elk tinder is my guess. I think that dude was eyein' the bull's favorited cow.
