Get him some good brass some H4350 and some 190 gr Sierra Match Kings and go find what his rifle likes which should be easy with this combo. Then teach him how to shoot properly.

And how do you know a 190smk will be best, or even work for his gun?
What makes you think he can't shoot well?
I don't see a basis for these notions presented here.
