If the cases have been reloaded several times the sticky bolt could be from the die not resizing the area directly ahead of the belt.The cases will show a bright spot directly above the belt. Try some factory loads or once fired cases and see if the problem gets better. The cases will eventually need resizing above the belt with a special die to be usable again.
