Are there any legal requirements regarding engraving the builders name and caliber on the barrel of a custom rifle?

No, the only thing required is the serial number on the receiver.

I've had a couple of rifles rebarreled and had nothing engraved or marked on them.

Many gunsmiths are licensed as "Manufactures". Those who are, are required to mark the following information on a 'built' firearm; shop name (same as that on the license), location (city, town, state), & caliber. The marking has a minimum required depth. A gunsmith who rebarrels a rifle is/would be required by his liability insurer to mark the caliber. A gunsmith should have a "Dealers" license, at minimum. To get that liability insurance he would need to be licensed. It's all on ATFEs' web site (except the insurance part) , but it can take some searching to find. Common sense (which isn't so 'common', anymore) says mark the caliber.
