When necking up Norma 280 brass, I went from 280 to 30 to 33 (formed by jamming bullet in lands, rather than using false shoulder). With RWS 270 brass, I was cracking necks on the 30 to 33 step. Because of that, I annealed the remaining RWS cases prior to necking up. I had no further problems while expanding necks.
Keep in mind that the brass will work harden a little more each time the neck is sized, increasing the risk of cracking the necks with each step in expansion and setting the false shoulder. Softer brass (such as Norma) may be more tolerant of being worked. Harder brass (such as RWS) is less tolerant, IME.
